Garrison, a necromancer
Necromancers are practitioners of magic related to death and the deceased. They are humanoid creatures that have skull-like heads.
The only known necromancer in Ugly Americans is Garrison who gets quickly laid off by the Department of Integration in the pilot episode. He has not performed any feat of magic. So nothing much is known about the necromancers.
There is another necromancer in the webseries 5 On with Alan Whiter, which inspired Ugly Americans. He is Noctromo Corpsebriner who looks a lot like Garrison.
